In 1931, the Salesian Children's Association of China, founded by Kong Xiangxi, proposed to designate April 4 as Children's Day. The reason was that "it is spring now, the climate is suitable, and it complements the names of the festivals in the past such as March 3rd, May 5th, September 9th and today's October 10th." After the Executive Yuan agreed, it stipulated in Article 5 of the "Regulations on the Implementation of Memorial Days and Festivals" that relevant agencies, groups, and schools should hold celebration activities on April 4th, Children's Day. From 1991 to 1997, it was combined with Women's Day to form a one-day holiday (officially known as the "Combined Women's Day and Children's Day Holiday"). After 1998, holidays were cancelled and incorporated into the weekly holiday. Before the implementation of the two-day weekend every other week in 1998, elementary school students and below had one day off. Since 2011, it has been restored as a national holiday, with the whole country having a one-day holiday.
The law was amended again in 2012. If it falls on the same day as Qingming Festival, then the holiday will be on the previous day, April 3. If it falls on a Thursday, then the holiday will be on the following day.
